BOC-3

BOC-3 is the FMCSA form on which a freight broker designates a process agent in every state where the broker arranges shipments.

Process agents are designated to accept legal service of process on behalf of the broker. The blanket-designation model lets a single filing cover all states; specialized service providers handle the filing for a one-time fee.

BOC-3 is a one-time filing unless the broker changes process agents. The designation must remain current; lapses can suspend operating authority.

Why this matters for freight brokers

BOC-3 is required for authority activation. Brokers using blanket-designation services rarely think about it after the initial filing, but lapses can interrupt operations.
